Purpose/Jurisdiction #
“(a) The Alabama Research and Development Enhancement Oversight Committee is created. The committee shall consist of the Chair of the House Ways and Means Education Committee or designee, the Chair of the Senate Finance and Taxation Education Committee or designee, two members appointed by the Speaker of the House of Representatives, two members appointed by the President Pro Tempore of the Senate, and the Director of ADECA or his or her designee. The oversight committee shall be charged with meeting at least annually and providing general oversight of the implementation of this article and the grant awards determinations, and recommending further statutory changes to promote research and development within Alabama.
“(b) The committee shall reflect the racial, gender, geographic, urban/rural, and economic diversity of the state.
“(c) For any year in which grants are distributed under the program, ADECA shall produce a quarterly report on the awarded grants and the status of grants under the program to the committee, including progress toward increased research and development activities in Alabama. The report shall also be published on ADECA’s website; provided, however, that the details of any specific research project shall not be published on the ADECA website without the express written permission of the research entity applying for or receiving the grant. By June 6, 2020, ADECA shall produce a report on the increased research and development activities supported by grant funds” ((AL Code § 41-23-254 (2022)).

“(a) There is created the Alabama Rural Broadband Oversight Committee. The oversight committee shall consist of the Chair of the House Ways and Means Education Committee or his or her designee, the Chair of the Senate Finance and Taxation Education Committee or his or her designee, two members appointed by the Speaker of the House of Representatives, two members appointed by the President Pro Tempore of the Senate, and the Director of ADECA or his or her designee. The oversight committee shall meet at least annually, provide general oversight of the implementation of the article, and recommend further statutory changes to promote rural broadband development.
“(b) The oversight committee shall reflect the racial, gender, geographic, urban/rural, and economic diversity of the state.
“(c) For any year in which grants are distributed under the program, ADECA shall produce a report on the status of grants under the program to the oversight committee, including progress toward increased access to and adoption of broadband services. The report shall be provided at the oversight committee’s first meeting of the year and be published on ADECA’s website. ADECA shall provide a copy of the report to the Governor, the Alabama Senate President Pro Tempore, the Alabama Senate Minority Leader, the Speaker of the Alabama House of Representatives, and the Alabama House of Representatives Minority Leader. By March 28, 2019, ADECA shall produce a report on the availability of broadband within the state” ((AL Code § 41-23-214 (2022)).
Children First Trust Fund Legislative Oversight Committee #

“(b) The oversight committee shall consider recommending to the council a comprehensive plan to establish a grants program to assist parents in placing their children in accredited behavior modification programs.”

Contract Review Permanent Legislative Oversight Committee #

Purpose/Jurisdiction #
“(a) In addition to its other duties under this article, the Contract Review Permanent Legislative Oversight Committee shall review proposed agreements and obligations as follows:
- (1) Each state agency or department that receives a direct appropriation from the State General Fund proposing to enter into any agreement obligating the agency or department to expend more than ten million dollars ($10,000,000) of the annual appropriation from the State General Fund to the agency or department in a future fiscal year or years shall submit the agreement or obligation to the committee for review no later than 10 days after the agreement is signed or otherwise authorized by the agency or department. An agreement or obligation subject to review as provided in Section 29-2-41, is exempt from review under this section.
- (2) The committee shall review the proposed agreement or obligation within 30 days of its submission under subdivision (1) and may hold public hearings on the proposal.
- (3) If the committee does not give notice to the state agency or department of its approval or disapproval of the proposed agreement or obligation within 30 days of its submission, the proposal is deemed to be approved by the committee for purposes of this section.
- (4) If at least two House members and two Senate members of the committee disapprove of a proposed obligation or agreement within 30 days of its submission under subdivision (1), the obligation or agreement shall not become effective until 45 days after the obligation or agreement is submitted.
(b) As part of the committee’s review conducted pursuant to this section, all state agencies, departments, boards, commissions, authorities, or other state entities shall cooperate fully with the committee and shall produce any documents or other information requested by the committee.
(c) The Department of Transportation is not subject to the review process in this section (Ala. Code § 29-2-41.6 (1975)).
Housing Finance Authority Legislative Oversight Committee #

“(f) There shall be established a legislative oversight committee to provide recommendations to the board concerning efficient operation of the authority. The committee shall consist of seven members of the House of Representatives, one from each congressional district appointed by the Speaker of the House and seven members of the Senate, one from each congressional district appointed by the Lieutenant Governor. The Governor, Lieutenant Governor and Speaker of the House or their designated representative shall serve as ex officio members. The legislative members, after their initial appointment, shall be named at each organizational session and all members shall serve until their successors are properly qualified” (AL Code § 24-1A-4 (2022)).
